Here is an update, as posted on americanrivers.org, on the hearing held last week regarding the Sewage Right to Know Act:


Last Tuesday, the House Committee on Transportation and Infrastructure, Subcommittee on Water Resources and Environment held a hearing on H.R. 2452, the Raw Sewage Overflow Community Right-to-Know Act, sponsored by Rep. Tim Bishop (D-NY) and Rep. Frank LoBiondo (R-NJ). This legislation would require sewage treatment plant operators to notify the public when a hazardous sewage spill occurs. During the hearing, Benjamin Grumbles, the Environmental Protection Agency’s (EPA) Assistant Administrator for Water, showed support for the spirit of the bill, but opposition to the use of Clean Water State Revolving Loan Funds (SRF) to pay for monitoring and notification upgrades. The EPA estimates that it will cost more than $300 billion to meet the nation’s wastewater needs over the next two decades. Supporters of H.R. 2452 see increased notification as a way to publicize the needs of the nation’s wastewater systems and a step towards galvanizing public support for SRF funding. Katherine Baer of American Rivers testified that H.R. 2452 will help keep people safe from waterborne diseases while they are playing in their rivers, lakes and waterways, and will help raise awareness of the broader wastewater issues. Sen. Frank Lautenberg (D-NJ) introduced companion legislation, S. 2080, the Sewage Overflow Right-to-Know Act, last month.
