Sorry, but it sounds like the first decision was correct. He says there was virtually no aeration in the water at the landing and that the first guy going off who went in vertically blacked both his eyes when he hit.
If I'm going to run a big drop, you'd better bet that I want there to be plenty of water going through it and a big foam pile at the bottom.
