The rapids here can easily be accessed by road and they run nearly year round. They maintain a flow of at least 144cfs at all times. With two generators running or a high level on Toro Bayou the lower rapid is completely washed out. At higher flows, you can paddle down to Chute Fighter Falls.
The spillway will have one gate open 6 inches indefinitely, in order to meet downstream flow requirements. You can verify the status of the gates at http://www.srala-toledo.com/.
This reach is near the Toledo Bend Dam in Texas.

Moccasin rapid is really wide with lots of rocks, so lines are only limited by your imagination. At the normal 144cfs, it's a pretty rough ride, but there's a nice surf wave near the bottom on river right. At higher flows, there are numerous waves and holes to catch on the fly and a few nice ones with eddy access.
This is the lower rapid below the spillway. It has a nice waterfall with breaking waves and a slide into a hole. At the normal 144cfs, there's a couple moves required at the top and some fun eddys to try to catch on the way down. At higher flows, some nice slides come into play on river left and there are numerous places to surf.
